GOV. THOS. BURKE TO R. BIGNALL.

Halifax, February 27th, 1782.

Sir:

I have received yours of February 20th, ’82, and have several Letters from you to the Speaker of the Senate in my Absence, but None of his Answers to them. I cannot comprehend a Just State, or even a general Idea of Business in your Hands, and without such knowledge cannot undertake to give Orders relative thereto.

It is necessary for me to know what public Stock you have on Hand, what Engagements it stands charged with and what you have delivered to the Continental or State use, in order that I may give the Proper Knowledge to the Assembly, and that proper Debits may be made against the United States.

I hope you will find it Convenient to come to this Place in a few Days prepared to give me this Knowledge, and then you will be able to explain to me the Subject of your several Letters.
