I recd. yours honoured by Capt. Ingles wherein you direct the men now at Kingston to be sent on to Camp. There is no provision made for their subsistance between this and Camp on any route that I can hear of, and the nature of the law is such from what I can learn that no officer will (willingly) undertake to march them; there is one or two & twenty of them when all collected.
There is no provision in this quarter for such men as may be collected by the late law.
As there is a number of officers in this district & few in Wilmington I wish to go there if agreeable to you.
Lieut. Vance of the Artillery wishes to enter in one the four Regt. now continued; & hoald his rank; he is very deserving & is as anctious to serve as he is willing, no Officer will object to his being continued if his rank don’t interfear with thearn.
