Hillsborough, May —, 1782;
Sir:

Major Walker requests me to permit a certain McClennan, a prisoner, who claims a British Commission to go to Charles Town by a Flag to be exchanged.

As the Assembly have recommended it to me in certain cases to exchange some of the Tories who have not committed any atrocious act of murder, robbery, &c., but acted as Soldiers only, for our unfortunate friends with the enemy, if Mr. McClennan comes under the above description, you will grant him a Flag to procure an
