I enclose you a Copy of a Letter from Governor Martin in which you stand charged with sundry high misdemeanors, desiring me to order you to the District of Wilmington to answer for the same. I should hope for the honor of the Army that those charges are highly

aggravated as I can hardly conceive it possible that an Officer in the service of the United States could be guilty of such an outrage against Civil Government. But whether you are guilty or innocent it is equally necessary that you attend and answer to the charges agreeable to the Governor’s requisition. No Officer can serve in the Army under such an imputation and the offended Laws require satisfaction if you are guilty; and if you are not it is both your duty and interest to let your innocence appear. This is a piece of justice due to your reputation, and I have to desire you, without loss of time, to repair to Wilmington district, and report yourself to the Civil authority to answer to such things as they may have against you.
