Sir:

I have the honor to transmit to your Excell'ncy sundry Acts of the United States in Congress Assembled touching the representation of the State and have to request that you would be pleased to lay them before the Legislature of your State and assure them that agreeably to the order contained in the Act of the 17th, I shall transmit monthly for their information a State of the representation in Congress.
