Sir:
Enclosed your Excellency will receive Sundry Letters and Papers of a public Nature addressed to me as Governor of the State; which may require your immediate Attention.
The Contents of Mr. M’Laine’s Letter are supported by others from Docr. Fergus & Col. Alfred Moore, whom your Excellency can place confidence in. Your Interposition on the Conduct of Colo. Young seems to be absolutely necessary, the Inhabitants of Wilmington being truely distressed with the irregular proceedings of that Officer.
