Pursuant to the powers in me vested by an Act of the last Session of the General Assembly by and with the advice and consent of the Council of State, Permission is hereby granted for the free and unlimited Exporation of all Commodities and Merchandise from the Said State to any Port or Ports, place or places not in the powers or under the Dominion of the Enemies of the United States of America, provided that the Laws and Treaties respecting Commerce and the Intercourse with foreign nations be duly observed.
