Sept. 20th, 1782.

Dear Sir:

The General is too unwell to attend to any business & directed me to write your instructions and a letter to Genl. Sumner which you will find inclosed. He begs you will take a copy of the form in which Lt. Col. H—— has made out the return of the Pens. Officers as the best he has seen and which he wishes the Officers of your State to adopt. He is sorry to be under the necessity of giving you so much trouble in this business, and will anxiously wait for your return. You will see by the instructions that much depends on you. That the form and resolutions of Congress will be necessary for you and you will have the labouring oar in the execution of the business. Wishing you every success & gratification in the business, I am,
