North Carolina, September 1st, 1783.

Sir:

I have been honored with your Excellency’s Letters of the 10th June & 22nd July covering propositions of the States of New York,

Maryland, New Jersey and Virginia, for fixing a place of permanent residence for Congress.

I presume this State will be fully represented at the time this subject will be debated.

Your letter of 20th June respecting the Continental Officers is also come to hand, which I shall lay before our General Assembly the first of October next. I have to inform your Excellency that the Legislature last Session made provision for the fourth part of the pay due the Continental Line of this State to the 18th of August, 1780, by emitting £100,000 in paper to Bills of Credit; this will answer their present exigencies while the State is endeavouring to pay attention to the other demands of Congress.
