        <p>SENATE, November 22, 1864.—Read first and second times and
ordered to be placed upon the calendar and printed.</p>

        <head>AN ACT</head>
        <head>To amend An Act entitled “An Act to increase the efficiency of
the army by employing free negroes and slaves in certain capacities,”
 approved February 17th, 1864.</head>
        <div2 type="section">
          <p>1 SECTION 1. <hi rend="italics">The Congress of the Confederate States of America</hi><lb/>
2 <hi rend="italics">do enact</hi>, That the first section of said act be so amended as<lb/>
3 to increase the compensation given to the free negroes and 
<lb/>4 other free persons of color named in said section to eighteen 
<lb/>5 dollars per month.</p>

        <div2 type="section">
          <p>1 SEC. 2. That the second section of said act be so amended 
<lb/>2 as to authorize the Secretary of War to <sic corr="employ">empoly</sic>, for all the 
<lb/>3 purposes named in the first section of said act, forty thousand 
<lb/>4 slaves, instead of twenty thousand, as therein provided.</p>

        <div2 type="section">
          <p>1 SEC. 3. That the third section of said act be so amended
<lb/>2 as to authorize the Secretary of War to impress forty thousand 
<lb/>3 slaves in case he shall be unable to procure their services
<lb/>4 or hire as therein provided.</p>
        </div2>
        <div2 type="section">
          <p>1 SEC. 4. That the fourth section of said act be amended by
<pb id="act2" n="2"/>
2 adding thereto, that after free negroes are impressed, in 
<lb/>3 making impressments of slaves, those not engaged in agriculture,
<lb/>4 manufacturing, and mechanical pursuits, shall be first 
<lb/>5 impressed, and in case there shall then be any deficiency, 
<lb/>6 further impressments of slaves shall be made by taking them 
<lb/>7 from those persons who have fifteen or more able-bodied field 
<lb/>8 hands between sixteen and fifty years of age.</p>
