That the Secretary of the Treasury be, and he is hereby 3 directed and required, whenever, in his judgment, the exigencies 4 of the Government will permit, to cancel from time to 5 time such an amount of Treasury notes as may be received 6 into the Treasury, until the amount outstanding shall have been 7 reduced to two hundred millions of dollars.”
