The opposition to the Cane Creek reservoir is "fooling itself"

Herzenberg thinks that members of the opposition to the Cane Creek reservoir "were fooling themselves." Eventually, he thinks, OWASA will crush the remaining legal challenges to the project, which have only delayed the inevitable. He suggests that legislators will invoke eminent domain if they feel it is necessary.
