UNC forced OWASA's hand in looking to Cane Creek for drinking water

Kirk believes that because of the influence of the University of North Carolina at Chapel Hill (UNC-CH), the Orange Water and Sewer Authority (OWASA) was determined to create a reservoir on Cane Creek even if other sites were shown to be better.
