Incompetent management of the Cane Creek reservoir project

Kirk thinks that the reservoir project is not going well—incompetent engineers are dealing poorly with environmental obstacles. The CCCA received a ruling in their favor from a subcommittee of the state Environmental Management Commission, which voted against the reservoir. After voting three times on the issue, however, the Commission ruled against the CCCA. Kirk sees the influence of UNC-CH in the modified ruling.
