Both parties to blame for protracted legal battle

Okun does not think that the opponents of the Cane Creek reservoir understand the issue. While he blames the opposition for a lengthy, expensive court battle, he places the most blame on UNC-CH for dragging its feet in the late 1960s and setting itself up for opposition.
