Finding a balance between preservation and growth

Rapp gives some examples of "balance" in development, by which he means compromise. He confesses that he will have to give some concessions to businesses in order to preserve what he can. And sometimes residents readily surrender their values for the right price, such as one resident who admitted that for enough money he would sell his land, despite his ties to it.
