The government's relief policy: "tough titties"

Easter and Cavenaugh describe their slow learning process, which culminated in the realization that the government's relief policy was, as Easter says, "tough titties." The Small Business Administration, FEMA, and the Farm Service Agency all offered different levels of compensation, all of which were contingent on one another. For example, receiving one kind of loan would preclude an applicant from receiving another kind of loan. Easter feels that affected residents were effectively abandoned by the government.
