No warning before the flooding hit

This passage demonstrates the local lack of preparation for a disaster of this degree. While Jenny Cavenaugh says she thinks that the fire department did a great job of evacuating those who needed help, she does not know the details of the process because she has been too busy in the flood's aftermath to catch up with neighbors. However, she was not contacted by anyone with expertise who warned her about the flooding and told her what to do—she and her husband figured that out on their own.
