Financial troubles endure for those hurt by Hurricane Floyd

Holland uses the example of debris removal to illustrate the continuing financial difficulties of those hurt by the flood. At the time of the interview, the state is about to stop collecting debris, and Holland thinks many people won't be able to afford continuing the process on their own. Whether or not they anticipated flooding, they simply do not have the money to recover.
