FEMA and the SBA make securing aid difficult

FEMA gave Larry Kelley some money to compensate him for the loss of his home, but suggested he go to the SBA for his business losses. In what seems like a common story, Larry was turned off by how difficult and expensive it was to secure a SBA loan, so he just went to his local bank.
