The flood was God's will, but people made it worse

Larry Kelley thinks that the flooding was God's will but that its effects were exacerbated by human factors: greed created overdevelopment, which eliminated forests that could have slowed the flow of the floodwaters. Instead of forests absorbing the water, Interstate 40 channeled it straight into Larry's area.
