		  <p>On motion of 
			 <name type="person" key="pn0003137" reg="McDonald, A. R." rend="yes">Mr. M<hi rend="sup">c</hi>Donald</name> the reports were received.</p> 
		  <p>On motion, the report of the Bursar was referred to the committee on
			 the Secretary's &amp; Treasurer's Report.</p> 
		  <p>The President submitted the following plan for continuing the 
			 <name reg="University of North Carolina" type="organization" key="name0001146">University</name> for the consideration<pb id="unc09-43-p02" n="128"/>of 
			 <name key="name0000107" reg="Board of Trustees" type="organization">the
				Board of Trustees</name>.</p> 
		  <q>

				  <div1 type="official document"> 
					 <head>University Plan, Dec. 1, 1870</head> 
					 <p>I. That a committee of the <name key="name0000107" reg="Board of Trustees" type="organization">Trustees</name> confer with the
						authorities of other colleges with the view of bringing them under the head of
						the State University.</p> 
					 <p>1. The corporations of the several colleges to still retain
						their present chartered rights.</p> 
					 <p>2. To receive such aid, as colleges of the 
						<name reg="University of North Carolina" type="organization" key="name0001146">University</name>, as may be agreed upon.</p> 
					 <p>II. To effect the lease of the property at 
						<name key="name0000165" reg="Chapel Hill, NC" type="place" rend="yes">Chapel Hill</name> upon some such fair and equitable terms as the
						following.</p> 
					 <p>1. Lessee to give bond for the Security of the property and
						its safe return at the expiration of the time of the lean, natural decay, and
						accident by fire &amp;c excepted.</p> 
					 <p>2. Free tuition to be offered constantly to fifty youth of
						the State.</p> 
					 <p>3. The leading religious sects of the State to be offered a
						representation in the college, and the discussion of party politics to be
						constantly forbidden.</p> 
					 <p>4. To be one of the University Colleges, submitting reports
						of the operations of the college &amp;c, to the 
						<name reg="Board of Trustees" type="organization" key="name0000107">Trustees</name> of the 
						<name reg="University of North Carolina" type="organization" key="name0001146">University</name> at such times as the said 
						<name reg="Board of Trustees" type="organization" key="name0000107">Trustees</name> may require.</p> 
				  </div1>

		  <p>The following resolution was then adopted.</p> 
		  <p>Resolved, 1st. That a committee of three Trustees be appointed by
			 the Chair who shall carry out the provisions of the plan, by securing and
			 completing the lease upon the terms set forth; and five be appointed to confer
			 with the authorities of other colleges with the view set forth in the plan, and
			 report the result of that conference to an adjourned meeting of this Board.</p>
		  
		  <p> 2nd. That when this Board adjourn, it do so to meet again on the

		  <p>To effect the lease under the plan, the Chairman appointed the
			 following named gentlemen a committee.

		  <p> On motion of 
			 <name key="pn0003012" reg="Ashley, Samuel Stanford" type="person">Hon.
				S. S. Ashley</name>, an account in favor of 
			 <name key="pn0001642" reg="Swain, Jordan (a slave) " type="person" rend="yes">Jordan Swain</name>, was referred to Messrs. 
			 <name key="pn0003127" reg="Mason, James B." type="person">Mason</name>
			 &amp; 
			 <name type="person" reg="Lassiter, Robert W. " key="pn0003117" rend="yes">Lassiter</name> for compromise and adjustment. </p> 
		  <p>On motion of 
			 <name key="pn0003188" reg="Reid, James" type="person">Mr. Reid</name>,
			 the payment of the present faculty was referred to the <name key="name0000352" reg="Executive Committee, Board of Trustees" rend="yes" type="organization">Executive Committee</name>.</p>
		  
		  <p>On motion of 
			 <name type="person" reg="Ashley, Samuel Stanford" key="pn0003012">Mr.
				Ashley</name>, the President of the 
			 <name key="name0000107" reg="Board of Trustees" type="organization">Board</name> was requested to transmit the annual reports
			 now presented and accepted to the General Assembly.</p> 
		  <p>The committee on the Secretary &amp; Treas. accounts made the
			 following report.</p>

						and compared the accounts and vouchers for the past year, and have found proper
						vouchers for the disbursements by him during the time.</p>
