Swain</name> president of the <name key="name0001146" reg="University of North Carolina" type="organization">University of North Carolina</name> be empowered to borrow at the <name key="name0000743" reg="The North" type="place">North</name> the sum of thirty thousand dollars in specie to be used in purchasing the bills of the banks of <name key="name0000745" reg="North Carolina" type="place">N.
