                  <hi rend="italics">A Proclamation by the Governor</hi>
                </head>
                <p>The President of the United States having set apart Wednesday, the 24th of October, as Liberty Bond Day, and the Secretary of the Treasury of the United States having expressed a desire that the governors of the several states should proclaim the 24th day of October a legal holiday:</p>
                <p>Now, therefore, I, Thomas Walter Bickett, Governor of North Carolina, do hereby set apart and proclaim Wednesday, the 24th day of October, as a legal holiday. I earnestly urge all classes and conditions of our citizens to devote their energies on that day to the sale of Liberty Bonds. Especially do I urge the mayors of all incorporated towns to perfect plans to make a thorough canvass of their communities in an effort to sell bonds of small denominations. The sheriffs of the State have undertaken to canvass the rural precincts, and I urge the mayors to see to it that the matter of the sale of Liberty Bonds and their attractiveness as an investment is clearly set before all the people in all the towns of the State.</p>
                <p>Done at our City of Raleigh, this the nineteenth day of October, in the year of Lord one thousand nine hundred and seventeen, and in the one hundred and forty-first year of our American Independence.</p>
