The Conductor of the Waggons Sent by Mr. Moore for Arms, &c., to Manchester, called on me and, upon Inspecting his Papers, I find none that authorises the State Officers to draw from the Continental Stores the Articles mentioned. There must, I am persuaded, be some Irregularities in this Affair; some resolution of Congress, or some Letter to this purpose must certainly have come to hand, but no such Thing Appears, and there is certainly great Danger lest the Waggons should return without them. It will be necessary, if the Neglect which I suspect has happened, that an Express be sent off to Manchester to Conduct it.
