To Benjamin Hawkins, Esq., Commercial Agent of the State aforesaid, greeting:
You are hereby required on your arrival in the West Indies, to barter one thousand barrels of Pork, to be delivered in this State for such quantity of salt as you can procure, to be also delivered here for the same.
You are also empowered to borrow on interest, the sum not exceeding Twenty thousand pounds sterling, or contract for any sum not exceeding Twenty thousand pounds sterling, on the credit of this State, to be by you laid out in purchasing such articles as may be wanting for the use of the State, and you are also hereby empowered to pledge the faith of this State for the payment of the same with the interest arising thereon. You are to consider these as additional Instructions to the former given you in behalf of the State.
In witness whereof I have hereunto set my hand and caused the Great seal of the said State to be affixed at Kingston, the 8th day of September, Anno Domini, 1779, in the 4th year of our Independence.
