Sir:
I have been duly favored with your letter together with a duplicate thereof, respecting the appointment of Mr. Montgomery, Continental Comptroller of the State. I declined returning you an answer immediately as I expected to lay your letter before the General Assembly, who were to have met in October last, but by their failure to make a session I have been prevented from this purpose. In the meanwhile Mr. Montgomery’s appointment would have been approved of by the Executive, whose sense would have been signified to you before this but they wish the approbation of the Legislature to be had in form on this Subject. The Assembly have appointed General Caswell a State Comptroller, who is now busy in preparing the public accounts for the inspection of Congress, or yourself or your deputy. This requires sometime, as certificates and other Vouchers are in many hands, and are difficult of access in this extensive State. And was that Gentleman to come forward at this time, he would have little to do till next April, the annual meeting of our Assembly; as our accounts could not be in sooner readiness for his inspection. I shall do myself the pleasure to give you the earliest notice of the sense of the Assembly, as also of the time when it may be proper for that Gentleman to be present.
