Sir:
I do myself the honor to enclose to your Excellency the copy of a letter of the fifteenth Instant to the Paymaster General. I am (in consequence) to request that the Paymaster be furnished as speedily as possible with an account of the payments and advances of every kind which have been made by the States to any Officer or Soldiers of the American Army. Such payments and advances being carried to account against Army by the United States will be thereby validated, in the favor of individual States against the Union. As these Affairs will soon be in a train of settlement, I trust that your Excellency will feel the necessity I am under of entreating that the accounts above mentioned be forwarded without Delay.
