MESSAGE BY GOVERNOR BURKE TO THE GENERAL ASSEMBLY.

State of North Carolina, June 27th, 1781.

Gentlemen:

I send herewith a Letter from the commanding officer of his Brittanic Majesty’s Troops at Wilmington on a Subject which may involve Serious Consequences, and having yet no Council whom I could constitutionally consult, I beg leave to lay before you the Answer which I judge proper to be made and hope the importance of the Subject and its Eventual Consequences will excuse me for troubling you for advice.
