OWASA was destined to win the conflict because it was on the side of clean water

Despite the remarkable ineptitude of OWASA's representative, and despite the charisma of the People's Alliance, Herzenberg thinks that OWASA, by championing fresh, clean water, could never lose the dispute over Cane Creek.
