OWASA takes some backup measures when citizen opposition slows the project

Johnson describes a couple of backup measures OWASA took when they realized that they would not be able to construct the Cane Creek reservoir as quickly as they had hoped. They were concerned about maintaining an adequate supply of drinking water in the summer, so they bought a quarry, built some emergency water lines, and built a "mini-lake" that will later become a reservoir.
