Effort to lure small, productive businesses to Mars Hill

Rapp describes another element of Mars Hill's community development plan, which aims to lure a number of smaller companies to the area rather than a single, larger company that might dominate the town's economic life. Rapp hopes to attract businesses that will provide well-paying jobs and see themselves as part of the community.
