Frustration with an unfair relief system

Wayne English expresses his frustration at what he see as an unfair relief system, which seems to reward people who had more money before the flood and neglect those who probably need more help. Wayne, who is disabled (his disability is "above the shoulders" but it is unclear exactly what it is) and was not insured, is struggling to recover financially from the flood damage. Like many other flood victims, Wayne sees money going where it is not needed.
