Jenny Cavenaugh notes that the FEMA representative who evaluated their home was rude and arrogant, traits she suggests can be partly explained by the fact that he was an out-of-towner, from California. Jenny does not think that FEMA awarded compensation fairly. She prefers the more objective method of the governor's special relief fund, which awarded an equal amount of money to all petitioners instead of relying on fickle adjusters.
