Holland worries that disaster relief balloons the size of the government

Holland reveals his political beliefs as he complains that disaster relief inevitably inflates the size of the federal government. Employees hired on a contractual basis end up staying well past the terms of their contract. Although money seems to move freely within government agencies, people who need relief in Pender County (Holland thinks people who work hard and don't use social services are particularly worthy of relief) are still waiting.
