Desire for stricter environmental regulation

Holland wants stricter regulation to prevent further damage to water supplies and the fishing industry, although this kind of regulation slows growth and reduces incentives for businesses to move into the area. Holland seems caught between his dislike of large government bureaucracy and his desire for government to impose environmental regulations on polluters.
